 Hi jorix,

 I wouldn't mix this ticket with #2862.

 The changes proposed in this ticket do not seem to cause to many side-
 effects, which is why I see a chance of getting this into trunk. Users of
 OpenLayers.Control.Panel always needed their own styling to have a good
 appearance of the panel and your patch is making this possibly easier.

 Regarding the simple custom icons proposal: If you don't include this,
 that is perfectly fine for me.
