 Here is my opinion: creating a custom editing toolbar with a fake
 navigation control is just one way to address the problem (allow pan while
 drawing), another way could be to allow depressing buttons of the toolbar
 (which would require a patch to Panel, see
 [attachment:allowDepress.patch]. So, I'd prefer to not introduce a fake
 navigation control in every editing example, to avoid presenting the "fake
 navigation control" solution as the only solution to this problem.
 Instead, I'd like to have a {{{custom-editingtoolbar}}} example, as
 mentioned in #3269.
