 I'm not an OpenLayers developer,
 but I found that when an applet is visible, and the mouseover event
 accured on the map, after that tha handleBrowserEvents method isn't called
 until the mouse leaves (mouseout) tha map area. After that the events in
 the queue are passed to this methods.
 Maybe it helps to get closer to the problem.
