 If you use document drag in Firefox, and the page is scrolled down, the
 map will appear to jump erratically when you drag the cursor outside the
 map viewport.

 To reproduce the error, use Firefox and go to
 http://www.openlayers.org/dev/examples/document-drag.html. Zoom in a bit,
 resize  the window to make vertical scroll bars appear, and scroll down a
 bit. When you drag outside the map, the map will now pan upwards.

 The coordinates used to determine map position is apparently relative to
 the visible browser window, not relative to the page.

 (Tested with Firefox 6 and 7.)
