 Problem occur in both 2.11 RC3 and RC4.

 I'm not able to switch layers in Google Chrome with OpenLayers 2.11 RC3:

 Try clicking on the layer switcher in the bottom right corner. Works in IE
 and Firefox.

 Works in Google Chrome with OpenLayers 2.10:
