 Try disabling in kommunesammenslaaing.js line 4:
 OpenLayers.Tile.Image.useBlankTile=false;

 that will fix both this and #3488

 Also note that you are using OpenLayers.Layer.GeoWebCache. This is not
 part of the official OpenLayers release, so any upgrade of OpenLayers
 might break your application, because the develoeprs are not testing with
 that layer type.
