 {{{build/library.cfg}}} configuration file is completely outdated. And the
 {{{[exclude]}}} clause does not work correctly, see #3496

 I wonder if it's worth this file exists (I think it's more comfortable to
 use a strategy with {{{[include]}}} clause)
