 The tests fail for me:

 test_Format_OSM_boundary planned 7 assertions but got 0; fail 0 ok 0
 exception: : object: Result of expression 'Array.concat' [undefined] is
 not a function.

 I tossed this into a branch in my github repo;
 https://github.com/crschmidt/openlayers-1/tree/osmrelations , if someone
 wants to work on fixing the tests.
