 If you put a feature with a label in it underneath another feature that
 has full opacity, the bottom feature is obscured as it should be, but its
 label comes through.

 For example: Feature A has 100% opacity, so nothing should show through
 it.  If you put it on top of Feature B, Feature B is correctly obscured,
 but its label still shows through Feature A.
