 Because kinetic animation and map's panTween animation have separate IDs,
 dragging map while a popup is being panned into view does not have the
 desired effect: kinetic drag should stop popup's pan but it does not, and
 both animations are run at the same time.
 I think that kinetic should share map's tween/animation.
