Actually, I ran speed tests a few months back, with 4.8 and again with
5.0 I found no difference in rendering time between WMS and standard
Mapserver, using shapefiles and PostGIS. Just FYI.

Check out the Mapserver website, and look in the FAQs for "how do I make
my maps run faster?" This is a collection of tips which a few of us
wrote up.
And yes, TileCache rocks. :)
