[OpenLayers-Users] Strange Behavior on Zoom Box

It only happens when I have a NavToolBar on the page.  I have tried putting
it outside the map div and inside with nothing correcting the problem.  

If I remove the NavToolBar and use the default zoom box behavior then the
problem is not seen.
