This code in the ticket worked, and kept the polygon in place when I panned around the map.  However interestingly enough, it caused a problem with the code referenced below to create a circle with multiple polygon segments.  With the stock openlayers 2.4 the circle looks fine.  But with this new code, it becomes an oval that is distended in the y direction on the map.  Using other layers such as WMS or Yahoo didn't have this problem, just google.
