[OpenLayers-Users] new user question

I recently discovered openlayers and am very impressed.  But I'm
wondering what the easiest way to implement what seems like a common
need- labels for countries and/or cities.  The easiest way, of course,
would be to use Google/Yahoo/Multi maps as the background layer, but
I'm going to have to serve from tilecache, which means I'm basically
stuck with WMS.  Browsing through the documentation, it looks like the
normal way is either a WFS layer or letting a WFS server like
MapServer do it with GIS data.  Is that correct?  Also, does anyone
know of a good free data source for country or city labels, however
it's connected?  Thanks,
