[OpenLayers-Users] Whole Polygon as a Marker. Is it possible ?

Hi all

We have a map with , let's say , 23 states of a country.
We want to be able to select individual ones by clicking over any position 
of the state polygon.
Is it possible or do we have to use (only) an icon for that ?
