This is a bug/regression, created by
http://trac.openlayers.org/changeset/6832/trunk/openlayers/lib/OpenLayers/Events.js .
While we work out the correct resolution to this issue, you can use the
following workaround:
Pass an "EVENT_TYPES" property to Layer options, as such:
buffer = new OpenLayers.Layer.WMS( "WMS Buffer 0",
"http://labs.metacarta.com/wms/vmap0",
{layers: 'basic'} ,
{EVENT_TYPES:["loadstart", "loadend", "loadcancel",
"visibilitychanged","tileloaded"]}
);
Note the inclusion of the 'tileloaded' event.
