There's a couple problems with this:
* TileCache is not OpenLayers; it isn't part of OpenLayers or OSGeo,
and therefore is not part of the 'wider ecosystem' of open source
projects applying under the OSGeo umbrella
* TileCache is a small project, with only one or two active developers;
the level of time to mentor users in the project is minimal to
nonexistent by comparison to the wide developer base that OpenLayers
has
* TileCache has poor developer documentation, and is ill-suited for a
student who is not actively participating in development of the
project; it's very hard to get started hacking TileCache by
comparison to OpenLayers.
* Small projects on their own, based on the applications last year, are
pretty unlikely to be included in the final consideration for the
Summer of Code
However, even if all that *weren't* the case, there's also the fact
that I don't understand the request: what kind of requests do you feel
should be supported by TileCache that aren't? It supports all kinds of
export formats... What do you think it should be doing that it isn't?
