I am taking this off the geoserver-users list since this is more OL
related.

Are you using the proxy in between?
What is the exact url that the browser sends to the proxy (or directly to
Geoserver if they are in the same origin?)?

You might want to try an encodeURIComponent() on the value of the filter.
