[OpenLayers-Users] Z-Index of Markers Layer

I have been able to produce a markers layer with FramedCloud popups quite
nicely. However, when I then overlay another layer such as colour filled
polygons as a WMS overlay it overplots the markers making the popup event
not fire. I have set the polygon overlay's z-index to be lower than the
Markers layer with the map.setLayerZIndex method but this does not seem to
work on the Markers layer.

Is there another way to always have the Markers Layer higher than any other
layer independent of the order in which they create either markers or
overlays?
