I was curious about this as well, since I also noticed GeoCommons is doing
something similar (http://maker.geocommons.com/maps/60). A bit of googling
turned up this : http://modestmaps.com/

Unfortunately, there is no re-use of OpenLayers here. It looks like you have
to do something from scratch. Still, an OpenLayers for flash maps wouldn't
be a bad idea :).
