OpenLayers does not distribute a Flickr.js file.

It seems likely that you want a more modern example than the one you're
reading: 

  http://openlayers.org/dev/examples/strategy-cluster.html
  Reads data from FeatureServer, displays flickr photo clusters on the
  map

  http://openlayers.org/dev/examples/georss-flickr.html 
  Reads from a flickr RSS feed, and displays photos on the map. 

Both of these are fine examples to get started with for working with
flickr.
