That's not really the question. (And depends on your definition of 'we',
since many users *are* still using ArcIMS, and will be long after
9.3.1.)

If someone wants to add patches for other ESRI stuff with tests, that's
fine, but it should not inhibit the inclusion of the ArcIMS layer.
