[OpenLayers-Users] Call layer

Marc is correct, this is definitely a question for the MapServer list.

The short answer is that if you want a layer to always be drawn, set
status to DEFAULT.  With a status of ON, you still need to include the
layer name in the URL.  (This quirk of MapServer confuses a lot of
people.)
