[OpenLayers-Users] Problem with addin LoadingPanel

Hello all together, 

I am trying to add in a LoadingPanel to my map-page. 
I followed the instructions on the following page:

But Im not sure at one point: 
"3. Use the build tools to create a single file build (or link to your
OpenLayers.js file to run in development mode)."

I did not create a single file (never did that before), instead i linked to
my local OpenLayers.js file.
But there's a problem: When I start my project in the browser, FireBug tells
me "LoadingPanel is not a Constructor".

What did I wrong?
