[OpenLayers-Users] Dynamically load content based on focus

I'm trying to load content based on where the map's focus is.  For example,
if the state of New York is shown at a certain zoom level, show x content.
That content could be a layer or (preferably) html that is external from the
map.  This could be used ads or geographic content or whatever else.

I'm thinking that the onScreen function may be a starting point, but that
could be tough if there are a LOT of points and different content.

Any direction would be appreciated.  Thanks.
