[OpenLayers-Users] Displaying Base layers by Zoom Scale

I have already tried those options but when I zoom in to different zoom
levels my base layers are not alternating but stuck at the top layer
minscale/scale and doesn't change to other base layers. Nothing happens. I
am using wms created in geosever and I have about 4 base layers which I want
to alternate depending on their zoom levels.  I have tried the styles option
but similar results.
