Agreed. The attitude of your email seems to be "It is your responsibility
to tell me how to do this"; this is not true and not likely to get you a
response.
At no point in your question did you indicate that you had started on
something and run into a specific problem; instead, you seem to be looking
to someone to give you a solution. In general, if you want a solution to
a general need, the way to do it is to build it yourself (and ask when
you have specific, narrowly scoped problems), or pay someone to do it.
If you'd like to find someone to pay, feel free to respond off-list and
I can recommend several competent gropus who do OpenLayers consulting.
