[OpenLayers-Users] Tool to generate appropriately scaled/rotated layer tiles from a static image (or PDF)

Hi everyone,

If I have a floorplan image in a PDF or raster image file, what's my best
bet for a tool to take that image and generate a tile-based layer from it? I
know I could manually perform the scales and rotations, but it seems obvious
that this must exist for topo maps and other cases where someone wants to
layer a static map onto a trackable map. Is this something that MapServer
can do? Is there a tutorial out there that could help with it?

Should I be using maptiler.org, and then serving those tiles directly to
OpenLayers?

What's my best bet here? Thanks.
