[OpenLayers-Users] cusrsor changes to an 'I' when over a selectable object?

I'm using the Transofrom feature so that I can modify a shape. Sometimes the
shape is selectable and the 'arrow' appears to indicate that. Most often it
shows a 'I' instead and is not selectable. What is making this happen?
