[OpenLayers-Users] How to make markers unclickable but appear on top of feature?

Hi,
I have a map of the US, with state shapes that you can hover over and select. On top of this is a layer of markers. Everything works fine except when the mouse is hovering over a marker - the marker blocks the feature selection event.

Is there a way to effectively make the marker layer "image only" such that it wont trigger any mouse events? If I move the marker layer under the state layers, this problem is solved - except that the markers display under the state layers and it doesn't look as nice.

Any help and/or feedback is much appreciated.
