[OpenLayers-Users] overview map blanks at low zoom levels

Hi,

My overview map does not show up when the zoom levels at at the bottom five
zoom levels (0 - 4).

Same to IE and Firefox.

What might be the problem?

I'm using the Map Server (minnesota). Anything that I need to do there to
make this work correctly?

Or, it is just client side? 

I do have the line in my program,   map.addControl(new
OpenLayers.Control.OverviewMap());
