It is in the lib/ subfolder of the OpenLayers archive you unzipped.

You can change your <script> tags to use
    OpenLayers-2.11/lib/OpenLayers.js
instead of
    OpenLayers-2.11/OpenLayers.js
and it will use the non-minimized version. This is very useful for 
debugging, since the line numbers will make more sense.
