if you have control to the url format, generate url and add in random
key/value pair.

alternatively,

do no cache header in your server script. 

or, 
alternatively, go to IE, Tools, Internet Options, General, Setting, and make
sure your choice for "Check for Newer version of Stored pages" is not
"never".

Guess what, MS people simply don't want to follow Web standards. that's why
you are not seeing the newest content, if you have "Never".
