I am done with marking points(lat long values present in text file) on

This is done with attribute-based styling but I dont know if text file 
layers support attributes. Another good reason to put you data into a 
proper spatial format (one of many). You can see how SLD is set up by 
looking at point attribute styling  in the SLD recipe book.
