[OpenLayers-Users] can't zoom past 15

I'm making a map app and the default numZoomLevels value of 16 is not enough. I set that value to 21 (same as Google map), but OpenLayers refuses to go past 15. What I'm missing?

I tried on WMS base map and Google base maps, the same problem occurs.
