[OpenLayers-Users] OT - shield/road name layers for google?

This is a bit off topic but if anyone would know, you guys would.

Can you get a layer from google with highway shields and or road names separate for the map itself?

I ask because we are drawing congestion layers on maps and this obscures the street names and shields, and I was wondering if I could the shield layer on top of the congestion layer on top of the map so they are readable.

If you look at google based maps on the iphone and droid they seem to do this themselves with their own traffic layer.
