The minZoomLevel property is not supported by anything but the
EventPane layers. If restrictedMinZoom doesn't do what you expect, we
should improve it. Having said that, my patch has not passed the
review process yet. Maybe restrictedMinZoom is not the way to go, or
at least making it an API property is not.
