I want to specify a bounds over the dateline, and I want it work so that
intersectBounds will correctly
identify rectangles, on either side of the dateline, that are within it.

The real bounds ( 177 to -178) isnt going to work so should it be ( -183
to -178) or (177 to 182)? (I am actually using spherical mercator but
the principle applies.
