Hi,

the answer is simple: if your application you build with GeoExt is GPL, you can use Ext JS under the GPL license. If your application is not, you need to buy a license from Sencha. Ext JS is OpenSource regardless.

In your case this means: if you put your application code under the GPL license, you don't need to buy a license from Sencha.
