[OpenLayers-Users] Create a "fancy" hover effect when moving mouse over certain map areas

Hi!

Is it somehow possible with open layers to have a hover effect like in this
example image?

I can't style vector data like this to have something like that, can't I? Or
is it possible to load a bitmap layer in an hover event that is transparent
except for the are the mouse is in?

Can anyone provide an example or idea how to start?
