Maybe it's a problem with the image.
http://www.tappenbeck.net/osm/maps/openlayers211/img/cloud-popup-relative.png. 

In OL 2.11 the dimension of this image change. Now is bigger (1276x736). You
image is (676x736)

Try to change the image for the new one.
