I figured out the same problem with a point layer wrapped into DragFeature.
The behavior is definitely new. So it must be a bug.
Panning my OSM-Map seems to "forget" the clipping. So dragging the points
hereafter
lets them disappear exactly at that position where the map was clipped
before.
