Zoom Levels are not some silver bullet for anything. They do not express
the level of information needed to describe tile sets on all servers.
They may be a reasonable *shortcut* to defining tilesets with other
sufficient information, but tile sets don't have to be powers of two, or
descend from a given maximumResolution.
