[OpenLayers-Users] OpenLS Geocode Not Working

The answer is highly dependant on what server setup you have.
Are you hosting / proxing Apache through IIS? - then just put proxy.cgi 
in a scriptAlias directory
Do you have IIS handlers configured to run Python files? - rename 
proxy.cgi to proxy.py and put it here it can be accessed and run
If no to the above questions, then you should look at the ArcGIS for 
Javascript Proxy Page help

The intro and section 1 are relevant.

Finally, set OpenLayers.ProxyHost to point to the correct location of 
your proxy. Make sure that your proxy and your webpage with the 
OpenLayers map are on the same subdomain, host, and port.
