[OpenLayers-Users] Problem with tooltips

On further investigation I see that tooltips also didn't work in rc7 rather
the api found at http://openlayers.org/dev/OpenLayers.js
is a newer version even though it still contains the text :
VERSION_NUMBER:"Release 2.12-rc7"
Maybe the dev guys should update the version-num in the dev api to avoid
confusion?
