No - your html has a completely different doctype:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN"
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

It is not even HTML, it is XHTML. And it is not the doctype that will
put IE9 in standards mode. So what you want to do is change the above
doctype to just

<!DOCTYPE html>
