I found I needed two things to make my ScaleLine control show up without NaN
in EPSG:2249:
units: "ft",
OpenLayers.INCHES_PER_UNIT.value=12;

I had been using units: "feet" which did not seem to cause any problems, but
seems to be incompatible with ScaleLine
