My understanding is that this is browser intelligence working -the browser has a local copy of the requested resource in its cache so it makes the GET call asking if the resource has been modified since it last fetched it. The server has responded with 304 - meaning not modified so browser is safe to use its cache copy. If the GET call is for the loadingPanel image specified in the css, then this seems very likely and desired behavior.
