I have no experience with cgi (using tomcat and so use a jsp for the 
proxy), but can you put some kind of logging into it? You want to know 
what happens when the request is pushed on to the real hosts. You could 
also look at turning on full logging on the wms server and see that the 
request has been received. I would still guess that is problem is 
related to proxy configuration.
