[OpenLayers-Users] How to disable an editing control

We're using OpenLayers to display maps that need to be edited using Amazon's Mechanical Turk service. This service shows the map to be edited twice: first in preview mode, and then if the worker accepts it, in editing mode.
The worker needs to see the same information in preview and editing mode, so the controls need to be visible in both modes. But they need to be disabled (i.e., so that clicking on them is ignored) in preview mode.
I've figured out how to deactivate the entire editing toolbar, but that makes the toolbar invisible in preview mode, which is undesirable.
I have not been able to figure out how to disable the editing toolbar, or its individual controls, or their handlers or listeners such that the controls are still visible, yet inactive.
Is there a way, or recommended way to do this?
